On June 14, 1990, two powerful storm systems merged and stalled over the steep hills of Belmont County, Ohio. In a short time they produced over five inches  of rainfall. Soon, with virtually no warning, walls of water as high as twenty feet roared down the narrow valley of Pipe and Wegee Creeks. The flash floods left 26 people dead, destroyed 87 homes, and damaged another 750. Total dmage exceeded eight million dollars.

Flood of Tears tells the story of those floods and the rescue and recovery efforts that followed. Based on over 120 personal interviews and numerous newspaper accounts, it recounts tales of tragedy and miraculous stories of survival.
